Unstoppable land is the land included in a built-up area or a land plot. Unstoppable territory can not be built by permanent or temporary constructions. Exceptions are line and flat transport constructions, line and surface construction of technical equipment, purpose-built structures that serve the operation and maintenance of the relevant functional use. However, these are constructions which must not interfere with the function of the territory.
